The newly created Samba district is having some 900sq km area and comprises of 382 villages 100 Panchayats, 4 Blocks, 1 Tehsil and 3.24 lacs population (2001 Census). Almost three fourth of it is composed of arid and rugged hill sides with average rainfall and meager forests. On account of tremendous changes in the composition of population and growth of new probabilities and aspirations there is need to evolve a new and progressive concept of administration. To meet the aspiration for the people for effective and efficient administration, it is essential to recorganize and re-orient the old system. With the concept of micro-planning at grass roots and administration at the door steps of the people,I propose the following suggestions:-
*The sprawing interior area of Ramgarh-Swankha, Gurha Slathian-Utterbehani and Raya Bagla be composed to form a new tehsil Vijaypur. It may consist some 124 villages. It also stands recommended by Wazir Commission.
*The revenue villages falling under Samba Block, with addition of Ghagwal Block/Niabet and Mansar Patwar of Majalta Tehsil be included in the present tehsil of Samba. Some 225 villages fall in its jurisdiction.
*The Bari Brahamana Niabat be elevated to a full-fledged tehsil keeping in view the extremely backward patwars and villages of Purmandal Block, growth of industries, acquisition and requisition of land, volume of work which need the presence of Tehsildar.
*Mansar Patwar has potential of developing into a religious cum tourist centre. It need to be up-graded as Niabet. Mansar CID block be merged in Samba Distt. Separate Block for Majalta be created in Udhampur District.
*Samba Khas Patwar Halqa be divided into two Patwars because of the work pertaining to sale/purchase of land, extra burdened occasioned by Army and Para-military forces, influx of labour etc. has increased the work many fold, as such division of Patwar Halqua-(a) Samba Khas (M.C.), Arazi Samba (Town area) Arazi Samba (Rural) Chak Manga Rakwal (Town area), Chak Manga Rakwal (Rural) and Kehli Mandi (B) Mandi Sadwalian, Mandi Pashwalian, Mandi Garh, Mandi Dansal, Mandi Thalora, Mandi Gurgalian, Nehari Pangwal, Berian, Parel Kotera, Samlah etc.
*The limits of Municipal Committee Samba be extended by 3-4 km.
*Ghagwal be brought under Town Area Committee.
*Office of Ex E.N. PDD Vilaypur be shifted to Distt. Hqr. Samba.
*Distt. Institute of Education and Training be shifted to Samba town.
