2 walls constructed without foundation, bed

JAMMU, Nov 15: In a bid to swindle the Government funds meant for execution of canal to provide irrigation facilities to farmers, a contractor in Batwina village of Wakura tehsil in Ganderbal district has used substandard material in construction of a mini irrigation canal. Besides the contractor without laying the foundation and constructing the bed of the canal raised its two side walls which generated a lot of public resentment in the area.
According to sources throwing all norms and standards of work to winds recently in village Batwina of Ganderbal district of Central Kashmir a contractor assigned with construction of a patch of irrigation mini canal has reportedly used sub standard material in construction work besides constructing it without bed by raising only side walls for ulterior motives of swindling the Government funds meant for the construction of the canal.
The aggrieved villagers while taking the serious exception to the arbitrary action of the contractor in a bid to get illegitimate benefit did not construct the bed of the canal and instead constructed only two side walls that too by using substandard material have lodged a complaint with the Grievances Cell of Lt Governor’s Office Srinagar.
The LG’s Office forwarded the letter to Directorate of Rural Development Srinagar for action and report. In its report the RDD said that contractor has executed the work without the knowledge of the Department.
The Department, while admitting that the work has not been done as per the specification and clauses of tender has said that the loopholes whatsoever will be rectified and the contractor has been directed accordingly.
The RDD also said that till the loopholes are rectified by the contractor the payment for the work will not be released in his favour.
The Assistant Commissioner, Development Ganderbal in his reply to grievance said “the BDO Works has forwarded the report of the technical Assistant concerned and has revealed that the alignment of the work was given before one month and the contractor has executed the work overnight without consultation of the technical staff of the BDO’s Office”.
He further said “Accordingly no bill has been framed for the said work and the contractor has been directed to rectify all the loopholes in the work and then only the bill shall be framed”.
