Comprehensive Road Safety Policy on anvil

SRINAGAR, Sept 14: The draft of the comprehensive Road Safety policy was discussed in a meeting of State Road Safety Council held under the chairmanship of Chief Secretary Madhav Lal here today.
Threadbare discussion was held on the policy, its legal and institutional framework.
The policy envisages creation of road safety fund, setting up of a Road Accidents Data Management system (RADMS), appointment of Road Safety Commissioner, amendment in the constitution of the State Road Safety Council to make it more effective, Road Safety Audit of National Highways, setting up of Modern Training Institutes and vehicle fitness testing centres, awareness and capacity building of the MVD, traffic department officers, private drivers, commuters and school children through IMPA, IRTE institutes of road traffic education New Delhi for its implementation in the State.
The meeting also discussed treatment of identified ‘Black Spots’ on the National Highway and main PWD roads, construction of crash barriers, parapets, and installation of glow signs, lights on the National Highway and CCTV’s on the city road. Various suggestions came up during the discussions for bringing significant improvement on road safety.
The meeting was attended by the Principal Secretary to Chief Minister, B B Vyas, Principal Secretary, Home, B R Sharma, all Administrative Secretaries which include Dr Pawan Kotwal, Commissioner Secretary Transport, Mehraj Kokru, Transport Commissioner, CE, Project BEACON, Srinagar, IGP Traffic, CE, Project, Vijayak, Managing Director, SRTC and representatives of health and other department.
Addressing the meeting, Chief Secretary said that Government is deeply concerned about the increase in the road accidents, injuries and fatalities in recent years. It recognizes that road accidents have now become a major public health issue and the victims are mainly poor and vulnerable road users.
For tackling this situation, the Chief Secretary said that through State Road Safety Policy, Government is committed to bring significant reduction in mortality and morbidity resulting from road accidents.
He directed Transport Department to create awareness about road safety issues, to establish a road accidents date management system and ensure safer road infrastructure.
Regarding plying of safer vehicles, Chief Secretary said that Government will take concrete steps to build safety features at the stage of design, manufacture, usage, operation and maintenance of both motorized and non-motorized vehicles in line with international standards and practices besides strengthening the system of driver licensing and training to improve the competence and capabilities of drivers.
Chief Secretary directed to take all measures for safety of vulnerable road users and also underscored the need to create awareness among people about Road Traffic Safety Rules. He advocated enforcement of safety practices and improvement of emergency medical services for road accidents.
He said that Road Safety Fund will be set up to finance road safety activities in the State.
