Clerical cadre of School Education Department demands early DPC

JAMMU, Feb 5: School Education Non-Teaching Employees Forum under the aegis of All Departments Clerical Staff Association (Ministerial Federation) Jammu, has lambasted the authorities of School Education Department for playing with the future of thousands of Non-Teaching officials, especially Clerical Cadre, by adopting delaying tactics in DPCs since last 5 years.
In a statement, the Forum leader Jagdish Thakur and others said that the Non-Teaching cadre of School Education Department of Jammu Division was always betrayed and exploited by deferring routine DPCs either on one or other pretext despite having numerous available vacancies in the department.
“The DPC of Clerical Cadre is lying pending since years, by virtue of which hundreds of clerks attained the age of superannuation either as Jr Assistant or I/C Senior Assistants, despite rendering years of services in the Department and even though these I/C Senior Assistants, I/C Head Assistants were working against sanctioned posts which indicates that officials superannuated on I/C capacity had not only fulfilled all the requisite formalities for promotion to next grade but the posts of next grade were also lying vacant at the time of their placement in the next Grade,” they explained.
Mr Thakur said that the Forum had appraised the same before the authorities time and again but no action was taken till date except hollow assurances which push whole cadre towards uncertainty.
The Forum also sought attention towards SRO 166 of 2005 issued vide notification dated June 14, 2005 wherein specific guidelines have been laid down with regard in the reference of vacancies in promotion quota and has categorically quoted that the DPC must be held twice a year. “This makes ample clear that the Officers involved in this task had not only violated the norms in vogue but also not bothered about the instructions of Chief Secretary of the State, said Mr Thakur and appealed to Lieutenant Governor, Chief Secretary, Principal Secretary, School Education Department and Commissioner Secretary School Education Department to intervene into the matter and direct concern Directorate to convene the DPC of Clerical Cadre within stipulated timeframe to resolve the long pending issue of the cadre.
