Jammu, Dec 27: In connection with FIR no. 39/2015 for offences under Sections 419/420/467/468 of RPC which was registered on the complaint of then Principal Sessions Judge, Jammu on the directions of Registrar Vigilance of High Court of J&K regarding registration of a document by impersonation before then Sub-Registrar (2nd Additional Munsiff), Jammu on 19.08.2009, the court of Chief Judicial Magistrate, Jammu has directed Superintendent of Police, City North, Jammu who is Incharge of SIT to fast track investigation in substantially meaningful manner by heeding indulgence to all vital aspects involved in the case and submit status report in this regard by next date.
In the complaint, which was lodged with Police Station Janipur, Jammu by the then Principal Sessions Judge, Jammu, it was alleged that on an enquiry conducted in connection with registration of power of attorney before then Sub-Registrar, 2nd Additional Munsiff, Jammu on 19.08.2009 – the counter file of the document concerned could not be produced by record keeper during enquiry for the reason that same was not traceable; that certain pages from ‘Madkhala Register’ were also missing; that pages from register which is maintained under Registration Act were also missing; that one Dilawar Singh in whose favour said Power of Attorney was executed allegedly said that same is attached with original sale deed in favour of one Hemmant Sharma and that counter file pertaining to document in question which was required to be maintained under Registration Act was also not traceable.
It was also alleged in the complaint that document in question was executed in the year 2009 and record pertaining to same was ultimately deposited with District Record Room and during this period number of concerned officials have remained posted in the record room as such which one of them is involved in impersonation of Noor Mohd and deliberate removal of record to shield offenders could not be pin-pointed during enquiry by the then Sessions Judge, Jammu.
Finally, on the basis of complaint of then Sessions Judge, Jammu, FIR no. 39/2015 for offences under sections 419/420/467/468 of RPC was registered and investigation started. The then Sessions Judge, Jammu was directed to register FIR by Registrar Vigilance of High Court of J&K.
While seeking status report, court of Chief Judicial Magistrate, Jammu also noted that no fruitful investigation has been carried out thus far in such a heinous case where FIR stands registered on the direction of Registrar Vigilance of High Court of J&K.
