SRINAGAR, Jan 13: The Counter Intelligence Kashmir (CIK) today executed proclamation orders against three absconding accused Non-Resident Indians (NRIs) involved in anti-national and unlawful activities.

A police spokesperson in a statement said that the proclamation proceedings were carried out in compliance with orders passed by the Court of the Special Judge designated under the NIA Act in Srinagar.
“The action was undertaken in areas falling under the jurisdiction of Srinagar and Kupwara districts in connection with FIR No. 07/2020, registered under Sections 153-A and 505 of the Indian Penal Code and Section 13 of the Unlawful Activities (Prevention) Act at Police Station CIK,” the spokesperson said.
The absconding accused have been identified as Mubeen Ahmad Shah, son of late Ali Mohammad Shah, a resident of Buchwara in Srinagar district; Aziz-ul-Hassan Ashai, also known as Tony Ashai, son of Nazir Ahmad Ashai, a resident of Dock Wali Colony, Jawahar Nagar, Srinagar; and Rifat Wani, daughter of Ghulam Mohammad Wani, a resident of Trehgam in Kupwara district.
The case, the spokespersons said, pertains to “grave and serious offences threatening public order, communal harmony, and national integrity.” He added that the investigation has “conclusively revealed a well-orchestrated conspiracy hatched by unscrupulous anti-social and anti-national elements acting at the behest of secessionist forces operating from within and outside Kashmir.”
During the investigation, it emerged that the accused deliberately masqueraded as journalists, freelancers, and news portals while allegedly running a covert digital campaign. “By abusing social media platforms such as Facebook, X (formerly Twitter), and WhatsApp, they systematically created and disseminated fake, motivated, exaggerated, secessionist, and out-of-context content,” the spokesperson said.
According to the spokesperson, the objective of the campaign was to “incite street violence, disrupt normal civic life, provoke damage to public property, disturb public order, and fuel mass unrest, thereby promoting anti-national sentiments and attempting to create disaffection against the Union of India.”
He said that freedom of expression cannot be allowed to be misused as a weapon against the nation. “Any individual or group attempting to camouflage unlawful, secessionist, or communal activities under the garb of journalism or online activism will face swift, relentless, and legally robust action,” he said.
The proclamation order issued by the court states, “It is hereby notified that if the absconding accused fail to appear before the Court within the stipulated time, their movable and immovable properties shall be attached strictly in accordance with law.”
“Those who exploit digital platforms to spread hatred, misinformation, communal disharmony or anti-national propaganda are under constant surveillance. The law will reach every such offender, there will be no escape, no immunity, and no tolerance for acts that endanger peace, unity and sovereignty of the nation”, read the statement.
