CIC operators write to CM, seek regularisation

Srinagar, Oct 19: The CIC operators working in the Rural Development Department (RDD) today urged Chief Minister Omar Abdullah to fulfil their long-pending demand for regularisation.
In an open letter to the Chief Minister, the CIC operators sought his intervention, saying their demand has remained unaddressed for years despite repeated assurances.
They said that even though the present Government has completed one year in office, their plea for regularisation remains pending despite “personal assurances” from the Chief Minister and commitments made in the party’s election manifesto.
The operators said they were recruited in 2003 through a transparent selection process and possess high academic qualifications, including MCA, M.Tech, and BE degrees.
They noted that the Government has over the years completed all codal formalities required for their regularisation, including two Cabinet orders, creation of posts, dual concurrence from the Finance Department, and clearance from the Empowered Committee.
“We have had the privilege of meeting you twice to apprise you of our plight. Unfortunately, despite the file moving through all concerned departments-including GAD, Law, and Finance-it has not yielded any final decision from your office,” the letter read.
The CIC operators said they are deeply disheartened by the prolonged delay despite fulfilling all official requirements.
They urged the Chief Minister to issue necessary directions for their regularisation as per his earlier assurances.
They expressed hope that the Government will take a favourable decision soon and provide long-awaited relief to the qualified professionals who have been serving in the department for over two decades.
