JAMMU, June 5: The Chairman of the OBC Department, JKPCC, Madan Lal Chalotra, convened a crucial meeting here today to deliberate upon the pressing issues affecting the Other Backward Classes (OBCs) in Jammu and Kashmir, particularly concerning their rights, representation and social justice.
During the meeting, Amit Mehra, State Coordinator of the OBC Department, emphasized the urgent need for the implementation of the Department of Personnel and Training (DoPT) guidelines in Jammu and Kashmir.
These guidelines, aimed at ensuring fair representation, timely promotions, and equity in public administration, remain largely unimplemented at the grassroots level, depriving eligible OBC candidates of their rightful due. Mehra also recalled the visit of NCBC Chairperson Hansraj Gangaram Ahir to Srinagar on July 29, 2024, during which he met with several OBC delegations and acknowledged their long-pending and genuine demands, including the immediate enforcement of DoPT norms.
Mehra expressed grave concern over the actions of the Jammu and Srinagar Municipal Corporations, which allegedly submitted OBC population data without conducting door-to-door surveys. He condemned this as a serious organizational fraud on the OBC community, asserting that such manipulated or assumed data undermines the constitutional spirit, particularly Articles 243D(6) and 243T(6), which mandate OBC reservations in Panchayati Raj Institutions and Urban Local Bodies. He stated that a caste-based survey in Jammu and Kashmir is essential before any fair and meaningful implementation of these provisions.
Darshan Mehra State Coordinator JKPCC said any kind of injustice towards OBCs will not be tolerated.
Mehar Singh, Vice Chairman OBC Dept JKPCC said, “We are committed to leaving no stone unturned in transforming OBC issues into meaningful and tangible outcomes.”
ML Chalotra declared that all the major OBC-related issues have been placed before Tariq Hameed Karra, president of JKPCC, who has assured immediate attention and support. The department also urged the Chief Minister to take immediate cognizance and initiate corrective measures to safeguard the rights of the OBC community.
He extended gratitude to Dr Anil Jai Hind, Chairman AICC OBC Department, for his unwavering support from the Centre, and noted that if needed, Rahul Gandhi, Leader of the Opposition, will directly intervene in matters related to the OBC community in Jammu and Kashmir.
