JAMMU, Dec 15: The Union Government today stated that the recent transition of Government schools in the Union Territory of Ladakh from the JKBOSE to the CBSE system of education had an initial adverse impact on the pass percentage of Class 10th and 12th students, especially in Kargil district, “but the results are improving now”.
The issue was raised in the Lok Sabha by independent Member Parliament (MP) from Ladakh, Mohamad Haneefa, who, through a written question, sought details about the “sharp decline” in results after the shift to the CBSE system and the measures being taken to address the situation.
Replying to the query, the Union Minister of State for Education Jayant Choudhary said the CBSE examination pattern and its competency-based question style differ significantly from the earlier JKBOSE system, leading to initial academic difficulties for both students and teachers.
He further pointed out that Ladakh’s unique geographical and climatic conditions, including a short academic year and prolonged harsh winters, restrict learning continuity and pose additional challenges in syllabus completion and revision.
The Union Minister informed the House that the UT administration of Ladakkh has implemented multiple interventions to improve academic performance in Government schools. These include winter coaching camps with residential facilities, conducted every year from October to February in both Leh and Kargil, aimed at providing remedial teaching during the otherwise non-functional academic period.
He further said that all secondary and higher secondary schools have been equipped with libraries, laboratories, ICT labs, astronomy labs and full science practical coverage facilities to strengthen conceptual learning.
He said the Government has also introduced vocational courses in all secondary and higher secondary schools to enhance skill-based education.
In addition, 37 PM SHRI schools have been established across Ladakh, including twenty-one in Kargil district, with upgraded infrastructure and smart classrooms, he said.
To address staff shortages, the Union Minister said, 130 subject-specific contractual lecturers and teachers have been appointed in Kargil district.
Emphasising the role of teacher preparedness, Union Minister of State Jayant Choudhary said the orientation training programmes were conducted for around 1200 secondary and higher secondary school teachers by the CBSE Regional Centre, Chandigarh, during the academic year 2024-25.
These trainings focused on CBSE question paper patterns and new assessment techniques. Pre-board examinations for Class ten and twelve students are now being conducted twice a year strictly on the CBSE pattern.
According to the Union Minister, these measures have begun to show positive results.
“The pass percentage for Class 10 has improved from 53% to 73%, while Class twelve results have increased from 44% to 48% between the academic years 2023-24 and 2024-25,” he said.
