JAMMU, Sept 15: In a significant order benefiting aspirants with disabilities, the Central Administrative Tribunal (CAT) Jammu has directed the Jammu and Kashmir Public Service Commission (JKPSC) to reserve three posts under horizontal reservation for physically challenged candidates in the upcoming J&K Combined Competitive (Preliminary) Examination.
The bench comprising Member (A) Ram Mohan Johri and Member (J) Rajinder Singh Dogra issued the direction while hearing a petition filed by Beenish Qureshi against the General Administrative Department (GAD).
The applicant, represented by advocates Prem Sadotra and Akshay Sadotra, argued that disabled aspirants were being unfairly excluded from the examination process. On issuance of notice, Sudesh Magotra, Additional Advocate General (AAG), Hunar Gupta, Deputy Advocate General (DAG) and F A Natnoo, counsel for JKPSC, appeared.
The Tribunal ordered that till the next hearing on October 14, 2025, all candidates with disabilities-including those with visual impairments, hearing impairments and locomotor disabilities-may apply for the JKCCE “at their own risk,” and the PSC must accept their application forms.
It further clarified that any selection or recruitment process will be subject to the final outcome of the case, but directed the authorities to ensure reservation of three posts for physically challenged candidates.
