JAMMU, Dec 17: Jammu Kashmir Sharnarthi Action Committee (JKSAC) has made an appeal to all the MPs being associate members of Delimitation Commission particularly Dr Jitendra Singh and Jugal Kishore Sharma to impress upon the Commission in Dec 20, 2021 meeting to carve out at least two constituencies for DPs for the time being till their share of assembly seats are de-freezed by the Govt of India.
Addressing a meeting at Gadigarh today, Gurdev Singh (president) said that the associate member MPs can play a vital role in convincing the Commission to create atleast two constituencies for DPs in view of having their large concentration in certain constituencies of J&K particularly Gandhi Nagar, Nowshera, RS Pura, Suchetgarh. Emphasizing the need for carving out atleast two constituencies for DPs he said that they have been victimized and virtually deprived of their legitimate rehabilitation by the successive erstwhile J&K and Central Govts since they were thrown out forcibly from their native places in PoK by Pakistani tribals. Their legitimate rehabilitation was virtually denied to them for political consideration only with the result that they lacked behind economically and politically. Their wards have not being given any kind of employment package or reservation in technical institutions/services.
He said that JKSAC was demanding representation for DPs in J&K legislature since its inception in 1967 either by de-freezing their share of seats out of reserved 24 or through any other mean and in this regard to pressurize and to convince the Government, many democratic means were adopted also. He said that Govt was argued many times that they are having over 12 lakhs population scattered in more than 18 constituencies of Jammu region and constitution provides equal opportunity to all the sections of society to raise their genuine and legitimate aspirations. But here in J&K despite of having their own seats the DPs were denied their constitution rights by the Govt under the plea that if the govt. registers their claims for compensation or defreeze their seats then it would be inconsistent to the constitutional stand taken by GoI over PoK.
He also made an appeal to Chairman, Delimitation Commissioner, Justice Ranjna Prakash Desai to take holistic view in respect of DPs and urged upon her that regrouping of areas/votes be done in such a way that DPs may also get a space to represent their aspirations.
