*Deepak Kumar to be new Director of Vigilance

JAMMU, Aug 18: State Cabinet, which is meeting under the chairmanship of Chief Minister, Mufti Mohammad Sayeed tomorrow, will order some promotions in the Police and Civil Administration besides affecting transfers of 11 Indian Forest Service (IFS) officers. The Cabinet will also issue orders for appointment of new Director of Vigilance and creation of Project Implementation Unit (PIU) on construction of 18 new Polytechnics in the State.
Authoritative sources told EXCELSIOR that Cabinet will meet at 11 am tomorrow at Civil Secretariat to decide huge administrative agenda, which is pending for the past quite long time due to non-holding of meeting since May 18, when it met last. “Over 25 point agenda would be deliberated upon in the Cabinet, which includes promotions, transfers and developmental issues”, sources added.
They disclosed that Cabinet is likely to clear the proposals of the Home Department regarding promotion of S K Mishra, IPS officer of 1985 batch to the grade of Director General of Police (DGP) and promotion of Dr B Srinivas, IPS officer of 1990 batch to the grade of Additional Director General of Police-Higher Administrative Grade. Moreover, it will accord sanction to the continuation of temporarily created posts in the Super Time Scale-II (IGPs) of the J&K Cadre.
The Cabinet will also clear the name of IPS officer of 1993 batch Deepak Kumar, IGP Armed Kashmir, for the post of Director of Vigilance, which fell vacant in the recent past following superannuation of Sheikh Owais.
The appointment of Deepak Kumar as Director of Vigilance is being made in pursuance of Sanction 22 (a) of the J&K State Vigilance Commission Act, 2011 and his name has been cleared by a high-powered committee.
As far as civil administration is concerned, the Cabinet is going to order promotion of Hirdesh Kumar, IAS officer of 1999 batch to the Super Time Scale and promotion of Selection Grade Private Secretaries as Senior Private Secretaries.
Sources further disclosed that Cabinet will order transfers and postings of Indian Forest Service (IFS) officers. As per the proposal moved by the Forest Department, Suresh Chugh, Director Ecology, Environment and Remote Sensing is likely to be posted as Director, Social Forestry Department. A K Tikoo, Director Social Forestry is likely to be transferred and posted as Managing Director, State Forest Corporation; O P Sharma, CCF Central is likely to be new Director, Ecology, Environment and Remote Sensing; Roshan Jaggi, CCF Wildlife Jammu is likely to be CCF Jammu; Jigmet Takpa, CCF Wildlife Ladakh is likely to be new CCF Central; Asif Mehmood, CCF Jammu is likely to be CCF Settlement and Demarcation.
Vasu Yadav, CF Working Plan is likely to be posted as Member/ Secretary, Pollution Control Board; J L Panjoo, Member Secretary Pollution Control Board is likely to be Chief Executive Director, WUCMA; Chaturbuj Behra, who has reported back from Central Deputation is likely to be posted as Regional Wildlife Warden Kashmir with additional charge of CF Wildlife Ladakh; Samuel Changkija, who has also reported back from inter-cadre deputation, is likely to be posted as Regional Director, Pollution Control Board Jammu and Dr K Anand, DFO Marwah will be new Incharge Regional Wildlife Warden Jammu.
Sources further informed that Cabinet will also order creation of Project Implementation Unit (PIU) on construction of 18 new Polytechnics in J&K. The fate of buildings of these Polytechnics is hanging in balance during the past quite long time and this issue was highlighted exclusively by EXCELSIOR in its edition dated August 3. The PIU will be having a term of three years or till completion of the projects, whichever is earlier.
Moreover, the Cabinet will put seal of approval on payment of enhanced salary retrospectively with effect from September 2009 to the Councilors of Ladakh Autonomous Hill Development Councils (LAHDCs) of Leh and Kargil. “An Empowered Committee on regularization of leftover Daily Rated Workers engaged prior to January 31, 1994 would also be constituted by the Cabinet”, sources said.
They informed that Cabinet will also give nod to the appointment of Jahangir Iqbal Ganaie as Advocate General of State, appointment of Chairman and Members of the Jammu and Kashmir Public Service Commission, extension in terms of re-employment of Ravi Kumar Magotra, Chief Financial Consultant (former Director General, Accounts and Treasuries) in the Finance Department by two months, regularization of Nazir Ahmad Mir (retired Incharge Chief Engineer) as Chief Engineer (Civil) Hydraulic Wing and regularization of Superintendent Engineers (Retd Incharge Chief Engineers) as Chief Engineers Electric.
As far as developmental works are concerned, the Cabinet will order acquisition of land in possession of J&K Handicrafts Corporation for establishment of Government Degree College, Baghi Dilawar Khan Namchibal, Srinagar, allotment of 10 acres of land in favour of Union Ministry of MSME for setting up of the Technology Centre/Tool Room in Jammu and Kashmir and construction of new Pediatric Hospital within the Maternity Hospital at Bemina, Srinagar.
According to the sources, enhancement of monthly remuneration of Settlement Assistants, promulgation of J&K Private Securities Agencies (Regulation) Ordinance, 2015, creation of a post of Public Law Officer in the State Information Commission are also on agenda of the Cabinet.
