Proposal of VLWs pay, DPOs’ designation as BDOs cleared
*Funds to be infused in two Coop banks

JAMMU, Dec 22: The Cabinet today cleared the proposal for allotment of 5 marlas land to the people affected by Monsoon rains and floods in Jammu and Kashmir, infusing Government funds in two Cooperative banks to revive them and increasing pay of Village Level Workers (VLWs), now designated as Panchayat Secretaries, from Level-2 to Level-4.
Chief Minister Omar Abdullah chaired the Cabinet meeting at the Civil Secretariat here this morning which lasted over an hour and was attended by all Ministers and Chief Secretary Atal Dulloo.

“Chief Minister today chaired the Cabinet meeting, which considered important administrative and developmental matters,” the office of the Chief Minister said on X without elaborating.
All important administrative and development decisions cleared by the Cabinet will be sent to Lieutenant Governor Manoj Sinha for approval.
Sources told the Excelsior that the Cabinet has cleared the proposal for allotment of 5 marlas land to the people whose houses were extensively damaged in flash floods and landslides triggered by cloudbursts and rains during Monsoon in Jammu and Kashmir this year.
“The plots will be given at nearest available Government land where houses of people were damaged,” the sources said, adding that the administration has already carried out an exercise and identified the people whose houses were extensively damaged for allotment of 5 marlas land.
Following havoc created by Monsoon rains especially on August 14 and 26 this year, the civilian houses, fields, crops etc suffered extensive damages besides the Government infrastructure.
Chief Minister Omar Abdullah had announced that his Government will give five marls plot to the people whose houses have been extensively damaged in the rains and landslides.
The Cabinet has also approved the proposal to raise pay level of VLWs (Now called as Panchayat Secretaries) from Level 2 to 4 which will raise their salary by around Rs 5000 per month.
This was a long pending demand of the VLWs and had also been endorsed by the Rural Development Department after conducting an exercise. The Finance Department view was also taken on the salary hike.
The Cabinet is also understood to have cleared the proposal to infuse Rs 118 crore in Jammu Central Cooperative Bank and Anantnag Central Cooperative Bank to revive them.
Both these banks have been facing serious issues on financial and other fronts. However, the two banks are crucial in Cooperative sector in Jammu and Kashmir and, therefore, the Government has decided to infuse funding in the two banks for their revival.
The Cabinet has cleared re-designation of about 20 posts of the District Panchayat Officers as the Block Development Officers in the Rural Development Department.
The Cabinet also discussed the issues of Finances including the Central funding and daily wagers.
Last Cabinet meeting was held on December 3 here in which the Government approved much awaited new Reservation Policy for Jammu and Kashmir based on recommendations of the Cabinet Sub Committee (CSC). Few days back, Chief Minister Omar Abdullah stated that the Reservation Policy approved by the Cabinet is pending for approval before the Lieutenant Governor.
It may be mentioned here that the UT Cabinet decisions are subject to approval of the Lieutenant Governor.
