BSP demands immediate reinstatement of Special Component Plan

JAMMU, Aug 8: The Bahujan Samaj Party (BSP) today strongly condemned the shocking exclusion of Scheduled Caste (SC) communities from the 2025-26 J&K UT Budget.
Terming it as an unforgivable act of discrimination, BSP has demanded the immediate reinstatement of the Special Component Plan (SCP) with a dedicated allocation of Rs 8,960 crore, equivalent to 8% of the Rs 1.12 lakh crore UT budget, for the welfare of SC communities across Jammu’s ten districts.
In a statement issued, Darshan Rana, president, JK BSP said, “This omission perpetuates the toxic legacy of untouchability and treating SC citizens as second-class. The scrapping of the SCP not only violates constitutional guarantees, but also deprives marginalized communities of access to education, healthcare, skill development and infrastructure.”
He said, “This is not just a budgetary oversight, it is a deliberate act of discrimination that reeks of prejudice and indifference. CM Omar Abdullah must act now to rectify this grave injustice. We appeal the CM to restore the SCP without delay or face the unified resistance of the oppressed masses who refuse to be sidelined any longer.”
The party emphasized that social justice is not optional and any development that excludes the historically marginalized is hollow and unconstitutional.
The party leader called upon civil society, progressive forces and the media to join their demand for justice and urged the J&K Government to prioritize the SCP in upcoming budget revisions and ensure transparent, accountable implementation.
