JAMMU, Feb 5: Bahujan Samaj Party (BSP), Jammu & Kashmir, reiterated its firm demand that at least 8% of the total J&K Budget must be earmarked exclusively for the development and welfare of the Scheduled Caste (SC) population.
Darshan Rana (president, BSP J&K) stated that despite constitutional guarantees, the SC community continues to face neglect due to the absence of proportionate budgetary allocation, weak implementation of welfare schemes and denial of rightful benefits.
He stressed that reservation in promotions for SC/ST employees must be restored immediately, backlog cases under the SC/ST (Prevention of Atrocities) Act must be disposed of expeditiously, and fair representation of SCs in Government services and public institutions must be ensured.
Rana further appealed to all SC/ST MLAs to rise above party affiliations and raise these genuine and pressing issues on the floor of the Legislative Assembly, particularly the demand for a separate, non-divertible 8% budgetary allocation for SC welfare covering education, employment, healthcare, housing, roads construction in SC ‘Bastis’.
