LEH, Jan 9: Objecting the provision of the eligibility of (Non-Ladakhi) Scheduled Caste category candidates applying for any post of the District Cadre in Leh and Kargil according to the Jammu & Kashmir Civil Service Decentralization and Recruitment Act, 2010, BJYM general secretary and incharge Ladakh affairs, Jamyang Tsering Namgyal, presented a proposal resolution to Rigzin Spalbar and Azgar Ali Karbalai, the Chairmen LAHDC, Leh and Kargil, respectively.
He also called on Shafi Lasu, Executive Councilor, CA&PD, LAHDC Leh and Sonam Dorjey, Executive Councilor, Animal Husbandry, LAHDC Leh urging them to consider the Proposal Resolution urgently and pass the same as per rule and norms of Ladakh Autonomous Hill Development Council, Act, 1995 without any delay.
In his Proposal Resolution, the BJYM leader advocated some constitutional measures and steps to secure interest of the people and area of Ladakh. “Keeping in view the distinctive socio-economical, geographical, topographical and linguistic identities of the people and the area of Ladakh region, the Councils should pass the proposal resolution by negating the section 13(3) of the Jammu & Kashmir Civil Service Decentralization and Recruitment Act, 2010,” he said in the letter.
“In Tribal Area of Ladakh region, non-Ladakhi/non-Tribal Schedule Caste people of J&K State are applying for jobs in Tribal Area/District Leh/Kargil which will definitely disturb the socio-economic, cultural and linguistic identical position of the Tribal people of Ladakh. So, therefore, non-Ladakhi/non-Tribal “SC candidate” should be stopped constitutionally from entertaining any Governmental jobs in Tribal Area/District Leh & Kargil by imposing the terms of Section 23 (VI): Special Measures for employment generation and the alleviation of poverty; of Ladakh Autonomous Hill Development Council, Act, 1995,” he added.
