JAMMU, May 2: The Jammu and Kashmir Government has placed Dr Tariq Parvez, Joint Director, ARV Lab, RS Pura, under suspension following serious administrative and financial irregularities found during an official inspection.
As per a Government order, an inspection committee was formed to assess senior field offices under the Agriculture Production Department (APD).
The committee, comprising Dr Tabassum Ahmad (Director Bhat Finance), Azhar Amin Zargar (Deputy Secretary), and Manzoor (Statistical Officer), inspected the ARV Lab on March 19, covering the period from July 2023 to March 2025, it said.
The inspection report, submitted on April 15, revealed several lapses, the order further said.
These included purchase of vaccines and lab items without approval of the Purchase Committee, inflated rates for vaccines and syringes, and misuse of funds under the ASCAD scheme.
The report also highlighted poor supervision, failure to maintain cold chain protocols, and lack of disease surveillance and awareness programmes.
Dr Parvez was also found negligent in maintaining service records and recovering excess payments made to an employee, the order further said.
Citing violations of various rules under the General Financial Rules (GFR) 2017, J&K Financial Code, and Conduct Rules, the Government took serious note of the matter.
Accordingly, pending a full inquiry, Dr Parvez has been suspended with immediate effect and attached to the office of Deputy Secretary, Sheep Husbandry, Civil Secretariat, Jammu.
Further, Dr Ravi Shanker Sharma, Special Secretary, APD (Animal & Sheep Husbandry), has been appointed as Inquiry Officer into the matter under Rule 33(iv) of the J&K Civil Services (CCA) Rules, 1956, and has been asked to submit a detailed report within one month.
Consequent upon the suspension of Dr Tariq Pervez, Joint Director, ARV Lab, R S Pura, Dr Sanjay Gupta, Chief Animal Husbandry Officer, Udhampur, has been given the look after charge of the Joint Director, ARV Lab, R S Pura, in addition to his own duties, till further orders.
