JAMMU: The Government today said that nearly 4,132 militants are still there in Pakistan-occupied-Kashmir and in different parts of Pakistan, who are willing to return to their native places in the state.
On a question asked by the Jammu and Kashmir Panthers Party MLA Harsh Dev Singh seeking details of the estimated number of ultras still living in Pak and PoK and steps taken for their return, the Government in a written reply said, “there are no exact details about the number of militants across the border but however, reportedly, there are approximately 4132 ultras are still in PoK and Pak.”
Minister in-charge Home, further said that upto January 31, 2014, 1171 applications have been received on behalf of the prospective returnees who are willing to return under the Rehabilitation Police of 2010.
“Out of these, 422 cases have been recommended by different intelligence agencies,” the Government said adding that while the cases of 12 prospective returnees have been recommended to the Minister of Home Affairs, the cases of 382 returnees are under consideration in the Home Department for reference to the Centre.
“The cases of remaining 28 individuals have not been considered as they have returned via Nepal and are being dealt with in accordance with relevant provisions of law,” the Minister replied.
However, on the number of ultras who have come through the fixed routes and those who have come via Nepal, Bangladesh, LOC and other routes, the Government replied that no individual has returned from PoK, Pak to the state through the identified routes under the policy.
“During the past three years and the upto January 31 this year, 268 individuals along with their family members have returned via Nepal which is not a recognized route,” said the Government.
Besides, six women along with 13 children but without their husbands have returned via Nepal during 2012, 2013, the Government replied.
The Minister said the Government has notified the policy and procedure for the return of persons in November 2010, who belong to the State of Jammu and Kashmir and had crossed over to PoK, Pakistan for arms training, but have given up violence due to change of their heart and are willing to return to the state to join the mainstream and contribute in the State and nation building.
“Under the Policy, JCP Wagah, Attari, Salamabad, Chakkan-da-Bagh crossings on the LOC or the Indira Gandhi International Airport, New Delhi have been identified as routes of these individuals,” the Government replied. (AGENCIES)
