JAMMU, Feb 3: Jammu Kashmir Agriculture Graduate Promotee Officers Association (JKAGPOA) today alleged that Agriculture Production Department’s (APD’s) rhetoric of pending court cases is to delay ‘One Time Settlement’ and hush-up wrong doings.
The Association members highlighted that since 1988 onwards several vacancies are lying vacant but administration has miserably failed to fill the same on regular basis in time bound manner. “Due to serious discrepancies committed at the end of the administration, the filling of 557 vacancies of promotees in Class VII of gazette cadre posts against direct recruits (416 direct recruits appointed up to 1983 and 8 in the year 1988 and 211 appointed with effect from 1989 to 2008) is pending with effect from 1988 to 2005,” the speakers said in the executive body meeting of the Association held today under the chairmanship of its president, Prem Singh.
They said that 80% vacancies in Class VII of gazette cadre with effect from 28-12-2008 to till date meant for promotees are yet to be worked out and filled while as because of pending DPC/PSC of 557 promotees time to time, the finalization of seniority of Class VII is pending since decades. “Presently about 60% vacancies in Class VII and 100 % vacancies from Class VI to Class I are lying vacant as a result of which fake stagnation has been caused,” they added.
It was elaborated that the APD followed unilateral policy of direct recruitment on fabricated or vacancies of promotees, replaced rule based regular filling vacancies with Adhoc/temporary/stop gap promotion system, multi post/additional charge assignment to single officer without taking in account qualification, eligibility and seniority, etc.
The Association president said that directions of High Court to consider the representation of JKAGPOA submitted to the Director Agriculture, Jammu on 16-08-2018 have been ignored and the officers whose earlier temporary promotion were challenged, were further assigned the charge of Class-III gazette post in 2019.
He urged LG GC Murmu to take note of their grievances and ensure their “One Time settlement” without any further delay.
