DODA, Mar 5: All Jammu Kashmir & Ladakh Teachers Federation, affiliated to Akhil Bhartyia Rashtryia Shikshak Mahasangh, has expressed deep concern over the unprecedented delay in DPC of teachers in J&K UT, which is not held since 2014.
Addressing the teachers, State President Devraj Thakur said that the department has no policy regarding the issues pertaining to the teachers community in the J&K and Ladakh (UTs). “Since 2014 no DPC was held in Jammu division for teachers cadre, which has caused the shortage of Masters in many institutions and effects the studies of students. More than 5000 posts of Masters are lying vacant in J&K, along with posts of Principals, Zonal Education Officers and Lectures,” he added.
Lamenting that in the far-flung areas, especially the frontier areas and hilly areas, the situation of primary, high, higher secondary schools and colleges was pathetic, Thakur said that there was an acute dearth of teaching staff, basic infrastructure, and not many teaching subjects or disciplines. Government-owned high schools, higher secondaries, across J&K have been left on the mercy of adhocism and contractualism which results in the low percentage of results in these institutions which frustrate the head of the institutions when the higher authorities decide to take actions against the teaching staff, he explained and stressed that if the Government was serious about results, it must provide subject wise permanent staff in schools. “Teaching staff cannot be treated with the exploitative dictums like ‘hire and fire”, he said.
Devraj Thakur also urged the Government to come forward with a definite policy with regard to transfer of teachers. Absence of non implementation of transfer policy is leading to unnecessary confusion every year, he added and appeal the Lt Governor to issue necessary instructions to the Education Department for fulfilling the long pending demands of teaching community.
