Construction work of houses destroyed in shelling to start from April

SRINAGAR, Dec 13: Lieutenant Governor Manoj Sinha today said that the administration is committed to completely dismantle the terrorist ecosystem in Jammu and Kashmir under the policy of zero tolerance to terrorism.

Speaking at Lok Bhawan in Srinagar, the LG said a new system is now in place in the fight against terrorism, where affected families are coming forward with courage and confidence to share their pain and suffering.

Sinha said the administration, particularly the Police Department, is acting on their inputs and challenging those who are part of the terrorist ecosystem.
“The administration is listening to the people and taking action. Those who committed crimes against innocent families along with terrorists will not be spared in any way,” Sinha said.
He said the only objective of the administration is to destroy every remaining element of the terrorist ecosystem. “Your struggle is now over. It is our responsibility to ensure every arrangement for your life, and every step of this process will lead to justice,” he said.
The LG said that in the last four years, more than 85 people identified as terrorists were found working in Government jobs, and they have been removed from service.
He added that the process is ongoing as per legal provisions and will continue.
“In many institutions, terrorism had entered the system. Today, I want to clearly say that zero tolerance to terrorism is our primary responsibility,” he said, adding that legal action has begun against elements that created false and misleading narratives against innocent citizens and the nation.

Sinha said the administration has decided to completely end terrorism along with its support system. He also stressed that the real martyrs who were killed by Pakistani terrorists should be honoured, and their families should be able to walk with pride in society.
The LG said that families affected by terrorism should be able to live safely in their homes. He said that if their land or houses have been illegally occupied, they will be freed, except in cases involving the Jammu and Kashmir Government or the Government of India.
He reminded the audience that a helpline number has already been issued by the administration and urged affected families to approach the authorities. “There will be investigation, and it will be an effective investigation,” he said.
The LG also directed Deputy Commissioners and Senior Superintendents of Police of the concerned districts to ensure that no injustice is done to victims’ families.
He said the fight against terrorism is a continuous struggle and requires collective efforts from the entire society. “With patience and resolve, people must also play their role in defeating evil and exposing the designs of enemies,” he said.
Sinha said all available means and resources are being used to free Jammu and Kashmir from terrorism. He warned that anyone providing shelter or support to terrorism will face strict action and “will have to pay a heavy price if they do not change their path.”
The LG also spoke about rehabilitation efforts for victims’ families, saying that HRDS, an organisation established two months ago along with the Kashmir Divisional Commissioner, has taken up housing support initiatives. He said houses worth Rs 10 lakh each are being built for affected families.
He informed that 36 victims’ families have already been selected, and more families will be included if identified. He added that in Uri and Karnah, where houses were destroyed due to Pakistani shelling, construction work will begin in April and the houses will be completed within six months.
Earlier, Lieutenant Governor Manoj Sinha handed over appointment letters to 39 Next of Kins (NoKs) of terror victims from Kashmir Division, at Lok Bhawan Srinagar.
The Lieutenant Governor reiterated his commitment to delivering justice, jobs and dignity to terror victim families. The family members, whose loved ones were mercilessly killed by terrorists, narrated the horrifying incidents and the trauma they suffered for decades in silence.
“For these families, today the long wait for justice has ended. With concrete steps for rehabilitation, we have restored their dignity and faith in the system,” the Lieutenant Governor said.
The Lieutenant Governor stated that after the abrogation of Article 370, the terror victim families have found new courage and self-confidence, and now they are speaking out against the terror ecosystem without fear.
“For generations, the system had failed these victims by not giving their cases the priority they deserved. We are empowering victim’s voices and ensuring they get their dues and rights they deserve. We are also committed for swift and fair justice to perpetrators,” he said.
“For a long time, the system ignored the pain and trauma of these families. Real victims of terrorism and true martyrs were hounded by elements within the terror ecosystem. On one hand the OGWs were appointed in Government jobs, on the other, NoKs of terror victims were left to fend for themselves.
On the occasion, appointment letters were also handed over to 39 other beneficiaries under Compassionate Appointment Rules SRO-43 and Rehabilitation Assistance Scheme (RAS).
