ADCSA for holding DPC of clerical cadre

JAMMU, July 6: Jammu Kashmir Ladakh All Departments Clerical Staff Association (ADCSA), Jammu has demanded the authorities to conduct DPC of clerical cadre within a fixed time frame.
The leaders of the Association viz Nazir Ahmed Bhutt, Gurmeet Singh, Jagdish Thakur, Umar Jan and Ashish Sharma expressed concern over the negligent approach of School Education Department towards non-teaching cadre of the department.
“All the authorities of the School Education Department right from CEO’s to Administritative Department are working to nourish the teaching cadre only which is a good sign but at the same time it is astonished that every chair had kept blind eye towards the non-teaching cadre especially clerical cadre of School Education Department,” Nazir Ahmed Bhutt said, adding by virtue of wrong policies and negligent approach of the authorities of the department the whole cadre is feeling suffocated and worrisome towards their future.
Gurmeet Singh said that the whole School Education Department is running under the ambit of inchargism and in 2011 the Government had regularized more than 10000 officers of the Department by granting one time relaxation to regularize the services of these incharge officers.
“Recently the School Education Department succeeded constituted a fresh committee to consider the cases of regularization of officers at different levels in the Gazetted Cadre placed in incharge capacity, but the irony is that no one is considering the demands of the other cadre especially clerical cadre,” he added.
It is necessary to lay down that the Director School Education Jammu had issued final seniority lists of all clerical cadres time and again but failed to convene DPC of clerical cadre since 2014. All incharge officials had almost obtained Financial insitu while working as incharge capacity but by the tag of inchargism the clerical cadre are neither.
