JAMMU, Oct 8: Jammu, Kashmir and Ladakh All Departments’ Clerical Staff Association (ADCSA) today condemned the statement of State Finance Minister (FM), Abdul Rahim Rather regarding the anomalies of Junior Assistants and Senior Assistants made on the floor of the Assembly and demanded to fulfill all the pending demands of the employees including removal of pay anomalies of clerical cadre.
Addressing the meeting, which was chaired by State president of the Association, Babbu Hussain Malik and attended by representatives from all the departments, Malik said the basic qualification for recruitment of Clerk in Central Government is Matric and 10+2 whereas in our State the basic qualification is Graduation with Diploma in Computer Applications.
Moreover, except Civil Secretariat, the promotion chances of clerical cadre are very poor due to which a Junior Assistant despite being highly qualified and experienced retires as Junior Assistant without even a single promotion throughout his life, Malik quoted, adding this shows how much disparity is there in the clerical cadre especially outside Civil Secretariat.
He condemned the State Government for deliberating betraying the employees by going back from its commitment made to the employees on March 2008, February 2009, May 2010 and September 2011, regarding fulfillment of all their pending demands including removal of Pay anomalies of Clerical Cadre.
The meeting unanimously passed resolution demanding the Government to release of all detained employees under ESMO unconditionally, increase of medical allowance from Rs 300 to Rs 1000, Grade of 4000-6000 for Junior Assistant, 4500-7000 for Senior Assistant, Steno Typist and JSA, 5500-9000 for Junior Stenographer, HA and Statistical Assistant, reorganization of Clerical cadre and formation of policy for regularization of daily rated workers, casual labourers, consolidated labourers and adhoc employees.
