JAMMU, Aug 3: The State Vigilance Organisation (SVO) today booked Additional Deputy Commissioner (ADC) Doda, Ghulam Nabi Balwan and three others in Rs 10 lakh worth scam in MGNREGA scheme in Kishtwar.
Besides Balwan, three others, who have been booked by the Vigilance Organisation, included Mohammad Yasin Mir, then Block Development Officer (BDO) Drabshalla, Kishtwar, Chet Singh, Junior Assistant and Khalid Hussain, contractor.
Official sources said Balwan during his posting as Assistant Commissioner (Development), Kishtwar had given MGNREGA works to the contractor illegally. The MGNREGA works can’t be allotted to the contractors, they said, adding that works worth Rs 10 lakh had not been executed on the ground but the amount had been withdrawn from the Government exchequer.
The engineering wing of Rural Development Department and report of next BDO had confirmed that four works, for which Rs 10 lakh had been withdrawn, hadn’t been executed on ground.
After detailed verifications, the SVO team has also found that works worth Rs 10 lakh hadn’t been executed on ground.
A FIR No. 13/2012 under Prevention of Corruption Act and 120-B RPC has been registered against all four accused at Vigilance Organisation’s police station for further investigations.
Meanwhile, State Vigilance Organization (SVO) today registered a case against four officers of the Forest Department.
An official spokesman said that on the receipt of a complaint joint surprise check was conducted and it came to fore that the then DFO Bandipora Ali Mohammad Dar had received an amount of Rs 7 lakh out of which he falsely showed expenditure of Rs 4 lakh on fencing of land and purchase and plantation of 15500 saplings of medicinal/ fruit bearing plants under Chief Minister’s Participatory Programme.
It was also established that no saplings were either purchased or planted and Ali Mohammad Dar in connivance with Mohd Shafi Dar, then Range Officer Gurez, Abdul Qayoom, then Block Forester Churwan Gurez and Ghulam Nabi Bhat, then Block Forester Kawabal Gurez had entered into criminal conspiracy during the year 2008-09.
These officers in connivance with each other also reflected false fencing of forest compartment and purchases of material for construction of forest check post at Kawabal Gurez.
