JAMMU, Jan 29: The Anti-Corruption Bureau (ACB) Jammu has registered an FIR against the former Managing Director of SICOP and a serving senior officer in connection with alleged illegal appointment, regularization and promotion in the organization.

An ACB official said that FIR number 01/2026 has been registered under Section 5(1)(d) read with section 5(2) of J&K PC Act, Svt 2006 and section 120-B RPC at Police Station ACB Jammu against RK Razdan, then Managing Director of SICOP Jammu, now retired, Kunal Choudhary, presently working as Deputy General Manager, SICOP Jammu, and others.
He said the case relates to alleged irregularities in the appointment and subsequent promotions of Kunal Choudhary.
The ACB official said that during verification, the ACB found that Kunal Choudhary was engaged as a Technical Assistant on a temporary basis for 6 months without issuing any advertisement or inviting applications from eligible candidates.
According to him, the engagement was allegedly made at the sole discretion of the then Managing Director, RK Razdan, bypassing the established procedures.
He said it was further revealed that after just 6 months, he was regularized without meeting eligibility criteria and without any Government-approved regularization policy, and was later promoted to the post of Manager without following due process or considering the seniority of other eligible employees.
The ACB official stated that these actions resulted in undue benefit to the beneficiary in the form of salary, allowances and seniority, allegedly through abuse of official position and criminal conspiracy.
He said further investigation in the matter is underway.
