JAMMU, May 18: Akhil Bharatiya Vidyarthi Parishad (ABVP) Jammu Kashmir State Secretary Mukesh Manhas today said that the panel constituted for the appointment of Vice Chancellor, Cluster University of Jammu and Srinagar was in gross violation to the University Act and statutes, according to which the search committee should comprise of three members, out of which two members are nominated by the University Council and third member is nominated by the Chancellor.
“The Higher Education Department has no role in the autonomous functioning of the university whereas the present order for constitution of Search Committee has been issued by Higher Education Department. The Council of the University has not been involved anywhere,” he explained.
Moreover, he added, as per the Act, those connected with the Cluster University can not be the members of the Search Committee whereas the VCs of University of Jammu and University of Kashmir are fully connected and are members of the University Council of Cluster University of Jammu and Cluster University of Kashmir thus violating the norms.
“Another factor that could be seen in this process is the unexpected bureaucratic involvement. All panels constituted for the appointments of Vice Chancellors in various universities of the UT are comprised of very eminent academicians. It is for the first time that the Search Committee is being headed by serving bureaucrats, which violates the decorum of the higher education and could be a threat also in one or the other means,” said Mukesh Manhas.
The ABVP leader appealed the MHRD Minister, Lt Governor J&K and UGC Chairman to look into the matter on serious note and cancel the panel chartered for the appointment of the institutional heads immediately.
