JAMMU, Oct 16: The Movement for Peace, Equality and Justice (MPEJ) has said that neither NC’s autonomy nor PDP’s self rule; but only broadly acceptable solution for lasting peace in the State is the formation of three Regional Councils, each for Jammu, Kashmir and Ladakh within the purview of Indian Constitution.
Reacting to news reports regarding autonomy and self rule, Ram Singh Chouhan and Kuldeep Kumar Rao, senior members of the Movement, in a joint statement expressed great surprise and wonder over the chest beating of NC, who ruled the State for over 35 years, over the crutches of Congress as also the BJP never thought of giving powers to the people down at grass- roots when in power and now out of power, they want safe guards of Art 370 & 35-A of Indian constitution.
They said it was during NC rule when Panchayati Raj Act breathed its last, the constituting of De-limitation Commission was thrown beyond 2031- the biggest ever injustice to people of Jammu region and denial of voting rights to the lakhs of refugees of 1947, 1961 & 1971 wars fought with Pakistan and murder of several other constitutional institutions. The BJP on the other hand, is also party to jeopardizing the de-limitation, when they remained mum in the year 2002 in J&K Assembly when NC managed amendment No. 29 in State Constitution prolonging the constitution of De-limitation Commission beyond 2031, which they promised to the people in 2014 Assembly elections.
They were also mute spectators to the statement of Ms Mehbooba Mufti when she said that there will be no body in the Valley to lift or shoulder the dead remains of National Flag ” Tringa” in case special status of Art. 370 or 35-A is disturbed or done away with forgetting the fact that BJP since its coming into being has remained staunch supporter of abrogation of Art. 370. As for Congress, self contradictory statements are pouring in adding confusion to the already messy affair putting the people of the State into chaos, their contribution to the turmoil in the State can be termed as ‘adding fuel to the fire’ as they have been and remained part of the problem for over last 70 years. They forget commitments made in Delhi Agreement of 1952, the recommendation of Gajinder Gadkar Commission, Sarkaria Commission, Wazir Commission and those of 5 – Working Groups as also of 3- Interlocutors headed by Late Dalip Padgoankar.
As regards latest demand of some Congress leaders to constitute 3-regional Councils, one each for Jammu, Kashmir and Ladakh , we are of the opinion that these are off-shoots and fallouts of deliberations of Delhi Agreement of 1952. Supporting strongly, the unity and integration of J&K state, we feel that the only broadly acceptable solution for lasting peace and communal harmony three Regional Councils- one each for Jammu, Kashmir and Ladakh must be formed within the purview of Indian Constitution,” they added.
