Govt orders separate seniority for GMCs of Jammu, Srinagar

JAMMU, Jan 30: Government today made amendments in J&K Medical Education (Gazettes Services Recruitment Rules, 1979, issued vide notification SRO No 517 dated September 19, 1979, which will facilitate early promotion of doctors in Government Medical College (GMC), Jammu.
As per an order issued today by J&K Health and Medical Education Department, a sub-rule has been added to rule 10 of SRO 517, according to which there shall be a separate seniority of the faculty members of GMC Srinagar and GMC Jammu with effect from March 3, 2006.
It means, recruitment and promotion of doctors will be done separately in both the medical colleges of Jammu and Srinagar no faculty member will be transferable from one medical college to another.
This amendment in SRO 517 has cleared decks for conduct of DPC in GMC Jammu, which was due for last two years. As a result of this, more than 90 faculty members of GMC Jammu who are on Own Pay Grade posts will get DPC promotion, which will further help in meeting deficiency of faculty members in this premiere medical institute of Jammu. Moreover, if Government conducts DPC for faculty members of GMC Jammu immediately, the institution may get good number of increase in PG seats.
Pertinent to mention here that, the Excelsior in January 18 edition has exclusively highlighted that GMC Jammu may lose another chance of getting increased a good number of PG seats due to faculty deficiencies, as out of nearly 230 faculty members of the institution, more than 90 faculty members are on Own Pay Grade (OPG) posts while as MCI considers only DPC confirmed faculty on any post for the sake of head count and ignores faculty members on OPG posts.
It was further highlighted that adding these faculty members were promoted on OPG basis about more than two years ago but file of DPC is still gathering dust in the PSC and concerned department for the want of much awaited SRO for separation of seniority, which is mandatory for any DPC promotion.
