Senior officers taken to task over poor geo-tagging status

KISHTWAR, Nov 2: Expre-ssing dismay over mediocre performance in implementation of MGNREGA, PMAY and SBM in district Kishtwar, the Deputy Commissioner Kishtwar, Angrez Singh Rana tore a strip off the Rural Development Department for not able to geo-tag works executed or being executed under PMAY and SBM schemes, besides failing to update and upload data on MIS equivalent to man-days generated under MGNREGA, IHHL constructed under SBM and homes approved under PMAY, owing to which GoI has withheld funds under all these centrally sponsored schemes as the finding is directly linked to the progress toads on MIS web portal.
While taking review of progress made under PMAY scheme, it came to fore that as against the target of 436 cases for the previous financial year 2016-17, only 373 cases have been registered, out of which 1st installment in favour 84 cases only has been released till date. The situation is even worse as regard to the current financial year 2017-18, as the progress, as on date, is nil.
Taking strong note of sluggish progress and poor performance, the Deputy Commissioner reprimanded the senior level officers including Assistant Commissioner Development Kishtwar, Executive Engineer REW Kishtwar, District Panchayat Officer Kishtwar and several Block Development Officers for their failure to perform the functions of their position appropriately. He further warned that their non performance justifies the disciplinary action that could lead to recommending their names to Government for consideration under dead wood.
Speaking at the meeting, the Deputy Commissioner issued stern warning to the non-performing officers and directed them to complete the process of Geo-tagging and registration of houses under PMAY, geo-tagging under SBM, updation of MGNREGA works on web portal, inclusion of deserving poor in the baseline survey and exclusion of undeserving from the SECC list by or before November 20, failing which strict action as warranted under rules will be initiated against the defaulters which may include termination of GRS’s and entering bad remarks in APR’s of other officers and officials. He further warned officers to ensure transparency in the department and keep public informed about the decisions taken at village level.
While explaining the benefits of geo-tagging, the Deputy Commissioner said that the funds dispensed would come under increased digital scrutiny which can be displayed to the general masses in order to ensure transparency, if the geo-tagging all MGNREGA, PMAY and SBM assets will be done.
