Tehsildar, others booked by CB

JAMMU, Jan 1: Crime Branch Jammu has unearthed a land scam and booked Tehsildar and other Revenue Department officials.
According to the spokesman of Crime Branch, a written complaint lodged by Bishan Singh and another was received in the Crime Branch wherein the complainants had alleged that they were in cultivating possession of the land measuring 82 kanals and 3 marlas under Khasra No. 409 and corresponding entries were made in the revenue records from 1971 to 2001.
However, one Onkar Singh in connivance with the revenue officials managed to obtain forged Fard-e-Intikhab and sold land measuring 62 kanals and 3 marlas to his daughter Anjali Devi. On the receipt of this complaint, a preliminary verification was conducted and it was found that land falling under Khasra No. 409 was shown as Gair Mumkin Tawi in Jamabandi and it was part of the Shamlat-e-Deh and thus was in the joint possession of the owners as Maqbooza Malkaan.
It was further found that entries remained intact till 1979 in the Khasra Girdawri but during Kharief 1979 the land was shown as Traddi under the occupation of Bishan Singh, Sagar Singh and Patimber Singh under joint cultivating possession of the owners right from 1993 to 2001.
It was further found that accused Onkar Singh, son of Dharmoo of Gaidlay in furtherance of a criminal conspiracy hatched with Patwari Halqa Chumbyan Bhawan, Naib Tehsildar Ghou Manhasan and Tehsildar Settlement Jammu obtained the Fard-e-Intekhab and sold the land measuring 62 kanals and 3 marlas out of Khasra No. 409 to his daughter Anjali Devi vide sale deed dated 12.05.1999. Even mutation No. 26 was also attested by the Tehsildar Settlement Jammu despite the fact that Onkar Singh was neither the owner of the land nor possessed the same.
Further, the Fard-e-Intikhab showed the status of land as Gair Mumkin Tawi whereas the land was converted to Warhyal-e-Awwal since 1979. The accused had in connivance with the revenue officials obtained a fake and forged Fard-e-Intikhab which was issued by the revenue officials in sheer misuse of their official position.
After preliminary verification, Crime Branch found that the omission and commissions therefore, on the part of Onkar Singh, his daughter Anjali Devi, Hans Raj, Patwari Halqa Chumbyan Bhawan, Rajesh Kumar, then Patwari Chumbyan Bhawan, Mohammad Rashid Patwari, Chumbyan Bhawan, Gandarbh Singh, the then Naib Tehsildar Ghou Manhasan and Balwant Raj, the then Tehsildar Settlement, Jammu.
Accordingly, they have been booked under Sections 420,465,467,468,471,120-B read with Section 5(2) of Prevention of Corruption Act, 2006.
