Bifurcation of migrant ration cards: Relief & Rehabilitation Deptt issues guidelines

JAMMU, Dec 6: As a strategy to provide consistent services to the migrants, Minister for Revenue, Relief and Rehabilitation, Syed Basharat Bukhari, today unveiled the executive guidelines for bifurcation of migrant ration cards.
The Minister said these functional guidelines besides keeping a check on the arbitrary preferences of the executive will infuse consistency in delivery of services. “It will further assist the migrants in acquiring bifurcated ration cards in a time bound manner”, he added.
The guidelines categorize beneficiaries under two groups – Relief and Non- Relief respectively and streamline the process by separately enlisting the requisite documents under each category. The guidelines also impose responsibility on the concerned Zonal Officer/Camp Commandant to undertake frequent inspections and verification for further easing the codal requirements.
Under the new guidelines, an application is required to be assisted with details of family alongwith justification for effecting bifurcation, certificate regarding marital status from the concerned officer and marriage photograph among others.
To check duplicity of beneficiaries, the process will ensure inclusion of spouse of the applicant in new ration card while simultaneously omitting the entry from her parents’ ration cards.
The guidelines also provide overall 10 days’ timeline for completion of the process at subsequent offices of Zonal Officer/Camp Commandant and Relief Commissioner (Migrants).
On successful completion of the process a unique code will be generated in favor of each family to track successive bifurcations in the future.
