JAMMU, Nov 27: The Jammu Kashmir Reserve Categories Employees Association (JKRCEA), heads of various socio-religious groups of the communities, retired employees, youth and students today actively participated in the celebrations of 1st Foundation day of JKRCEA here today.
Nazir Ahmed Gurezi, Deputy Speaker, J&K Legislative Assembly was chief guest at the function while Bushan Dogra, Vice Chairman, State Advisory Board for the Development of Scheduled Castes and Masud Choudhary, Ex-ADGP and former  Vice Chancellor, BGSB University, Rajouri were guests of honour on the occasion.  President of JKRCEA, Dr. Sanjay Bhasin presided over the function.
The participants in large number from all parts attended the day long convention in which problems being faced by SC/ST/OBCs and other reserved categories were discussed and deliberated threadbare by the speakers.  It was unanimously resolved that it shall be stressed upon the Government through legislatures, socio-religious groups to implement the stay order  granted by Apex court.
Dr Bhasin brought into notice of audience regarding present position of court case pertaining to reservation in promotions. It was submitted that Apex court stayed the DB Judgment and hence reservation in promotions is alive till the final outcome of the decision of the court.
Masud Chaudhary, congratulated JKRCEA team for their hard work to safe guard the constitutional rights of reserved categories. He said that ultimate solution to the vexed problem of reservation in promotion lies with the political solution and the State Govt must safe guard rights of the reserved categories.
Nazir Gurezi, lauded the JKRCEA team for organising such a wonderful function. He said that no stone shall remain unturned in the next Assembly to restore reservation in promotions. He said that Apex court in many judgments have opined that reservation is a State subject and the assembly can deal with the issue. He said that it is well within the notice of various political parties.
In order to recognise the distinguished services of few personalities of the community, JKRCEA presented the Life Time Achievement Awards to Masud A. Choudhary, KC Bhagat, Er BR Dogra and HR Phonsa. Similarly, award  was also presented to about 38 members of Scheduled Castes, Scheduled Tribe and Other Backward Classes communities for their services.
