It is heartening to read that the Department of Personnel and Training(DoPT) has issued directions to all the Central Government departments asking them to conduct meetings of Departmental Promotion Committees (DPC) in time to check’abnormal delay’ in giving career benefits to employees and thus, ensure them timely promotions.(DE, Nov12, 2016).It has been generally observed that many posts which are to be filled up by promotion, lie vacant for long time due the fact that the meetings of DPCs are not conducted in time.This leads to inordinate delay in giving the career benefits to the employees who are eligible to be benefitted by promotion.In some cases, it also leads to avoidable litigation as due to delay in holding of meeting of DPC,the aggrieved employees are forced to knock the door of the courts to get justice.The DoPT has already ushered in a slew of employee friendly reforms and it is hoped that the these instructions will be followed in letter and spirit in order to achieve the objective of timely promotion of employees by convening of DPCs in time.Similar instructions need to be issued to all the departments of our State so that timely meetings of DPCs are held for timely promotion of eligible employees and ensure them timely benefit and bring in more efficiency in the respective departments.This exercise will also help in creation of more posts and thus, providing opportunities to the unemployed youth to get jobs.In the same manner, the officers/employees working in the Incharge capacity in various departments need to be regularised on their posts in a time bound manner in order to provide them timely benefit as also to create posts in different cadre and thus,recruit the unemployed youth on these posts.
