NEW DELHI, Nov 10: Jammu will host, possibly the first of its kind , a two-day National Workshop on Administrative Reforms under the aegis of the Union Ministry of Personnel, Department of Administrative Reforms and Public Grievances (ARPG). The main theme of the meet, beginning on 11th November, will be “Right to Services Act”.
This was disclosed here today by Union Minister Dr Jitendra Singh, who is also the Minister incharge for the Union Ministry of Personnel which includes Department of Personnel & Training (DoPT) and Department of Administrative Reforms and Public Grievances (ARPG).
Secretaries and senior officers from around 20 States of India are expected to participate in the workshop which will be coordinated by Union Secretary ARPG, C. Viswanath and Vice Chancellor Central University Jammu, Prof Ashok Aima. The workshop will be spread over different sessions across two days and will include panel discussions and presentations by the participating States. Awards will also be presented to States with best practices in governance.
At a curtain-raising media briefing held here today, Dr Jitendra Singh gave details of the proceedings of the two-day workshop which will be documented by the Administrative Staff College of India and will derive important inputs for States which may be considering the implementation of the “Right to Services Act” and also for the Central Government where a scheme on the subject is already under consideration. He said, the ARPG has already issued instructions to all the Central Government Departm-ents to ensure that Citizens’ Charter containing list of services along with service tenders including timelines and grievance redressal mechanism, be formulated, updated and uploaded on their respective websites.
Keeping its commitment to provide a transparent and accountable governance, Dr Jitendra Singh said, the Modi Government has taken a series of steps in the last two years and now virtually all the details pertaining to different decisions and status of different Union Ministries are available in the public domain. He made a particular mention of the online portal of public grievances known as “Centralized Public Grievance Redress and Monitoring System” (CPGRAMS) set up by his Ministry which functions round-the-clock 24X7 and has gained immense popularity across the country. Similarly, he said, dashboards have also been created to monitor the reports furnished by different Ministries.
Dr Jitendra Singh called upon the State Governments to emulate the online grievance redressal and citizen-centric mechanisms successfully adopted by the Department of Personnel & Training (DoPT) and Department of Administrative Reforms and Public Grievances (ARPG) in the Centre. He said, while some of the States have made a tremendous headway and shown encouraging results, there are other States which have been slow to move but are being constantly persuaded. He hoped that the holding of the event in a peripheral State like J&K will help inspire further headway in this direction.
