SRINAGAR, Oct 8: The State High Court has sought status report from State Government regarding implementation of two schemes formulated for providing the benefits and assistance to poor, destitute and unmarried girls in the State.
The status of implementation on ground level about the two schemes has been sought by the Division Bench of Justice MH Attar and Justice Ali Mohammad Magrey from the Deputy Commissioners of Anantnag, Srinagar, Kupwara, Bandipora and all districts of Jammu division except district Rajouri.
The Court also directed Commissioner Social Welfare Department to file the compliance report about the implementation of the court directions before the next date.
The compliance reports filed by the Deputy Commissioners of Shopian, Baramulla, Ganderbal, Budgam, Pulwama, Kulgam and Rajouri have been taken on record and shall be considered on next date of hearing.
It is after the indulgence and efforts of court, the SWD has identified the poor girls throughout the State and which, according to the department are in lakhs and State Government has launched two Schemes namely “State Marriage Assistance Scheme” and “HUNAR Scheme” for assistance of these poor and downtrodden girls.
Under these two schemes Government is supposed to provide with an amount of Rs. 25000/- and 5 gms gold to each identified girl who has attained the age of marriage so that they live a dignified life in future.
Earlier court summoned all the DCs of Kashmir Division and Commissioner/ Secretary SWD and all district Social welfare officers for their failure to provide the benefits and assistance to poor, destitute and unmarried girls under these schemes.
Court while summoning all DCs’ and Commissioner/ Secretary said these officers are being summoned to sensitize them about the social importance of these two schemes and their immediate implementation at ground level.
It may be mentioned here, the court had directed DCs of all districts of the State to get these poor and downtrodden girls identified through District Social Welfare Officers and inform these girls about these schemes which the State Government has launched for their upliftment so that they could take benefit of these schemes.
Court said that performance of these officials in implementing these schemes in its right perspective, would show that they are either unaware of the sensitivity of the schemes or are lacking the requisite will to implement the same.
However, Court in light of SWD report had said that as compared to Kashmir Division these poor and destitute girls are being assisted in Jammu Division by the SWD Department in good order.
