JAMMU Oct 6: State Vigilance Commission (SVC) has unearthed a racket involved in providing illegal diplomas, which were also used in obtaining Government jobs.
An official spokesman said that Harpreet Singh and Ashiq Hussain filed a complaint before the State Vigilance Commission highlighting engagements in the PHE Division Poonch on the basis of fake diplomas issued by Kisan Institute of Technology, R S Pura in the trades of Electrician, Mason and Plumber etc.
On the receipt of complaint, the Vigilance Commission referred the matter to Assistant Commissioner Revenue Poonch (Incharge District Vigilance Officer) for thorough enquiry and report. The enquiry revealed that Kisan Institute of Technology is not affiliated with State Board of Technical Education for some trades for which the institute has issued the certificates in past many years and the invalid certificate holders absorbed on Government jobs.
Managing Director, KIT and complainants were summoned by the Commission, who submitted the documents the scrutiny of which revealed that Government through the Directorate of Technical Education had cautioned the general public about illegal degrees being issued by KIT on the ground that the institute has not been recognized/ affiliated either by Directorate of Technical Education, J&K or National Council for Vocational Training.
Even it was brought to the notice of the public that KIT does not run trades like Plumber, Mason (building construction) under NCVT and SCVT as such the Principal of the institute is not competent to issue diploma/ marks cards of any kind to the candidates.
It also came to the fore during the enquiry by the State Vigilance Commission that many candidates who obtained degrees illegally have been able to get Government jobs through Executive Engineer, PHE Division Poonch, who absorbed them without verifying their degrees from Director Technical Education.
Taking serious note of great injustice done to the deserving candidates and appointment of non-deserving candidates having illegal diplomas/ marks cards, the Vigilance Commission has directed the Director Technical Education to take immediate action and submit action taken report.
Executive Engineer, PHE Division Poonch has also been directed to take legal action against the illegal appointees, the Government officials and others who connived in appointing those possessing illegal diplomas issued by Kisan Institute of Technology.
