JAMMU, Sept 5: Presiding Officer Fast Track Court Kishore Kumar today issued non-bailable warrants against Sub-Inspector Javaid Kataria, an Investigating Officer in a rape case registered at Domana Police Station.
While hearing the bail application of the rape accused, the court perused the CD file and observed that the same was not maintained in accordance with Police Rules. “The CD file has been maintained up till August 27 and thereafter no proceedings have been noted down in the file. This action of the IO warrants explanation”, the court further observed.
Vide order dated August 30, 2016, the IO was directed to appear in the court along with CD file. Though Additional Public Prosecutor produced the CD file but no explanation was tendered for the non-appearance of the IO. “As such, non-bailable warrants are issued to secure the presence of the IO to explain the reasons for non maintenance/completion of the CD file”, the court directed.
