SRINAGAR, Sept 23: The former Director Doordarshan Kendra (DDK), Srinagar, Shami Shair, is absconding after she was removed as Director DDK, Srinagar and attached to Doordarshan headquarters in New Delhi while the Central Bureau of Investigation (CBI) team has sealed her room where she had kept her programme records.
Shair was removed as Director DDK, Srinagar on September 13 after a two member audit team of Directorate of Doordarshan New Delhi comprising Deputy Director and Section Officer who took photocopies of all relevant records pertaining to production and broadcast of programmes from DDK, Srinagar, since 2008 early this month. She was found allegedly involved in multi-crore scam in DDK, Srinagar.
A two member CBI team that raided DDK, Srinagar on September 20 in connection with the multi-crore scam including misappropriation of funds in DDK, Srinagar, by several top officials of the Government broadcasting corporation during past few years left for Jammu without taking records that are in the possession of the former Director.
The team that was here for three days failed to get the records pertaining to various programmes broadcast and produced by DDK, Srinagar as the former Director had kept the records in her room in DDK Srinagar and locked it from outside. The new Director of DDK Srinagar, Qayoom Wadera, has also locked the room so that the former Director may not open it and take the records away. The CBI team has also sealed her room from outside and are likely to open it during their next visit to Srinagar.
As the DDK, Srinagar, officials failed to locate former Director Shami Shair, they pasted the transfer and relieving order, sent from Directorate of Doordarshan New Delhi, to the main entrance of her house in Harwan, Srinagar.
The order (dated-13.09.2012) signed by AK Gandhi, Deputy Director, General Administration, Prasar Bharti Broadcasting Corporation of India (PBCI) Directorate of DD New Delhi reads that Shair has been transferred from Srinagar and posted in Doordarshan Directorate in New Delhi. The order further reads: “She stands relieved with direction to report to her new place of posting.”
The Additional Director General DD Directorate, New Delhi, Ashok Jailkahi, confirmed to Excelsior that Shair has not joined her new place of posting in New Delhi. He, however, said that she had applied for leave.
Sources said that Shami Shair is being shielded by top officials of the Doordarshan Directorate in New Delhi. They revealed that Shair had allegedly misappropriated DDK, Srinagar funds in league with these top officials.
Meanwhile after the arrival of CBI team in Srinagar last week in search of records pertaining to programmes broadcast and producer in DDK, Srinagar, the Jammu and Kashmir Board of School Education (BOSE) has written to DD Directorate in New Delhi about the programmes sanctioned to one of the relatives of the former Director. The BOSE formed two member investigation team to investigate the allegations against their officer.
The complaint that was sent against the former Director Shami Shair to Doordarshan Directorate in New Delhi contained documents that revealed that major programme share of the DDK, Srinagar has gone to her relatives.
As per the documents, one of the officers of the BOSE, Nyla Neelofar, is major beneficiary of the DDK, Srinagar programmes. Nyla Neelofar is niece of Shami Shair and her M/s Abida banner was allotted programmes worth crore of rupees. Nyla’s husband and Shami Shair’s other relatives, have been allotted major share of DDK, Programmes.
