JAMMU, May 24: The proposed screening test of Rehbar-e-Taleem, ordered by the State Government, shall be restricted to the ReTs who have acquired degrees from study centers as also to the persons figuring in fresh panels of ReTs in respect of whom, the selection process has been initiated.
This was made clear by the Government in a formal order, issued today by Shaleen Kabra, the Commissioner Secretary, School Education Department.
The fresh direction has been issued in view of the State High Court order, dated February 11,2016, according to which, the teachers who have obtained their degrees through distance mode from the regularized/reputed institutions may not in the first instance be subjected to the screening test.
“The Government shall have to conduct thorough survey in respect of this class of people also but they can not be clubbed with the persons whose reference has been made in the order, dated May 14, 2015, passed in SWP No 346/2014,” the HC has observed.
Therefore, in view of the circumstances, it is hereby ordered that the screening ordered vide Government order number 631-Edu of 2015, dated 29-12-2015, shall be restricted to the ReTs who have acquired degrees from study centers as also to the persons figuring in fresh panels of ReTs in respect of whom the process of selection has been initiated, till the case is disposed off by the High Court, says the fresh Government order, number 184-Edu of 2016, dated 24-05-2016.
Pertinent to mention that the State Government in December last, had issued order for introduction of screening test to assess teachers’ ability of Rehbar-e-Taleems and Regularized ReTs, who have obtained degrees through distance mode.
The persons figuring in the selection panel for fresh engagement as ReTs, were also to undergo this screening test, comprising subject specific syllabus, teaching aptitude and General Awareness.
The State High Court, in May last year, had directed Commissioner Secretary to Government Education Department to constitute a committee for holding screening test of Rehbar-e-Taleem (ReT) teachers who have acquired qualification degrees from dubious study centers.
