Stalling Parliament

Sir,
It is noticed that Congress has made it a routine to disrupt Parliamentary proceedings. That Party is supported by one or two Parties more. What purpose does it serve? If people choose their representatives to make laws and take the country forward , who gives them the licence to logjam the houses of the Parliament?For personal matters, for settling personal scores, Indian people have not sent their representatives into these houses of constitutional importance. When government is not allowed to pass bills and get important work done for the country and to benefit  the people , what is the fun of the concept of Parliamentary democracy.
Besides per minute nearly Rs.3 lacs from peoples pockets are spent to conduct each House and if loss is calculated for the lost or washed days, it shall run into crores of rupees. Can a poor country like India afford this loss. Moreover attendance in both Houses remains very thin especially after lunch Hours. Parliament is meant for debates, discussions and law making and not for what we see now-a-days going.
