Vigilance cases to be monitored for speedy disposal: Dr Jitendra

NEW DELHI, Dec 3: Responding to a question in the Rajya Sabha today, Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said that Government is keen to ensure speedy and expeditious disposal of vigilance cases against officers and has, therefore, developed a mechanism to monitor pendency of various disciplinary cases by sending regular alerts through SMS messages and email to concerned CVOs.
Disclosing that on the 17th of June this year, the Central Vigilance Commission (CVC) constituted a Committee to conduct a study of the existing patterns of monitoring disciplinary proceedings and suggesting remedial measures, Dr Jitendra  Singh said, the Committee conducted a study based on samples of disciplinary cases to advise the Commission about the reasons for delay in various stages of disciplinary cases. An analysis of the inferences drawn by the Study Committee leads to the conclusion that, on an average, it takes about eight years for finalizing a major vigilance case from the date of occurrence of “irregularity”.
Reiterating that Government has issued instructions to all concerned to work for speedy disposal of vigilance cases Dr Jitendra Singh said, in pursuance of the report received from the Study Committee, the Central Vigilance Commission initiated the process of reviewing the position with each of the Ministries, Departments and Public Sector Undertakings (PSUs) case-wise, and also sensitize them on the need to finalize such cases expeditiously. Not only this, in few cases of inordinate delay, he said, it was also advised to fix responsibility of the concerned officer or Inquiry Officer and to take action against him/her accordingly, he added.
In addition, Dr Jitendra Singh said, the CVC has also taken up with individual Chief Vigilance Officers (CVOs) of different Ministries, Departments and organizations, the issue of ensuring expeditious disposal of disciplinary proceedings.
For this purpose, CVC has started monitoring pendency of various disciplinary cases by sending regular alerts through SMS and email to concerned CVOs, he said.
