Cluster Universities is a new idea with the Ministry of Human Resource Development. Cluster Universities in Jammu and Srinagar are desired to become functional from the coming academic session. To make the scheme smooth and practicable, there is the need for amendment in the State Constitution. Since that is likely to take a long time and to save the students from loss of a precious year, the Government intends to bring an ordinance as the interim measure. The Department of Higher Education has drafted the ordinance and now it is going to the General Administration Department for the consideration of the Cabinet.
The purpose is to open up chances for more students to obtain access to higher and normal education in the State. The scheme is that Union Ministry of Human Resources Development is establishing two Cluster Universities, one each in capital cities of the State, under Rashtriya Ucchtar Shiksha Abhiyan (RUSA). The process of building the infrastructure has also been set into motion. Each Cluster University will be spreading to five existing Government Colleges in the capital cities where Schools of different faculties are to be established. Hundreds of students will be able to seek admission in these Schools from undergraduate to highest levels. Five colleges in each capital city are identified, to which Cluster Universities will be spreading. Ten schools of different faculties will be opened in cluster universities where a number of course, including Post Graduation, Under Graduation and Diploma, in different subjects and streams will be introduced. Each Cluster University will have one nucleus college with an Administration Block, Central Library and an auditorium.
The main purpose and utility of Cluster Universities scheme is that no student seriously interested in pursuing his education right to the highest level will be denied the opportunity because as per the Constitution of India, every Indian citizen has a right to education. Cluster Universities is a new idea and hopefully when run according to the plan it will go a long way in promotion education among all sections of people in the state.
