JAMMU, Oct 29: Prime Minister Narendra Modi will inaugurate three projects from Baglihar hydro-electric power project in Ramban district in the afternoon of November 7 before flying back to New Delhi.
Latest schedule received by the Jammu and Kashmir Government now revealed that Modi after addressing first-ever historic PDP-BJP rally in Srinagar on November 7 at 12.30 pm will fly to Baglihar, where he will simultaneously inaugurate three projects.
The three projects to be inaugurated by Modi at Baglihar included Baglihar hydro-electric power project Phase-II, four-laning of Udhampur-Banihal in Jammu-Srinagar National Highway and Shaheed Amarnath Bhagat Skill Development Institute.
The foundation of Udhampur-Banihal widening project will be laid by pressing the button from Baglihar.
Official sources told the Excelsior that the decision to inaugurate all three projects at one place has been taken to save the time and ensure the Prime Minister’s return to New Delhi by 5 pm. While Modi will inaugurate Baglihar project Phase-II at Baglihar, he will press the button and give nod to National Highway Authority of India (NHAI) to go ahead with widening of Udhampur-Banihal stretch of the highway from the same place.
He will also inaugurate Shaheed Amarnath Bhagat Skill Development Institute at Baglihar.
Though Amarnath Bhagat was a Congress leader, sources said, he had fought for introduction of reservations in Jammu and Kashmir. Recently, the BJP had observed his birthday in the State. The Institute named after Amarnath Bhagat will impart skill training to the youth. Bhagat was killed while fighting for reservations.
Modi will address the gathering after inaugurating three major projects and then fly back to Technical Airport, Jammu from where he will return to New Delhi.
Modi will straightway reach Srinagar at about 12 noon from New Delhi and address first ever historic jointly rally of the Alliance partners PDP and BJP in Srinagar at 12.30 pm. Chief Minister Mufti Mohammad Sayeed and other senior leaders of PDP and BJP will address the gathering.
According to sources, the Prime Minister was expected to announce an estimated Rs 92,000 crores worth re-construction package for Jammu and Kashmir on the lines of Bihar. He could also make some significant announcements pertaining to Kashmir Policy of the Government of India.
Though there was no official word on the package to be announced by the Government of India, it was expected to be around Rs 92,000 crores and could cover all sections of society and major projects—both Central and State—which would go long way in boosting development of Jammu and Kashmir, they said.
However, there can be some last minutes changes in the package.
Meanwhile, the General Administration Department (GAD) of the State Government today ordered that nine major departments of the State would set-up their camp offices in the Civil Secretariat in which senior officers would remain present despite Durbar Move tomorrow for Jammu till November 7 when visit of the Prime Minister will be over.
“The senior officers of all nine departments will remain present in Srinagar to help the State Government in preparations for the visit of the Prime Minister,’’ sources said.
The nine departments, which will function in the camps in the Civil Secretariat Srinagar, even after the Durbar Move, included Home, Revenue, Relief and Rehabilitation, Power, Agriculture and Production, Health and Medical Education, Industries and Commerce, Public Works, Public Health Engineering, Irrigation and Flood Control.
In the meantime, the order said, the Summer Secretariat, Jammu, will continue to function till the offices reopen at Jammu.
Meanwhile, DGP K Rajendra, ADGP Security V K Singh, IG CID AG Mir, IGP Jammu Danesh Rana and top officials of Intelligence agencies visited Baglihar and finalized the spot for inauguration of three projects. They also reviewed security for the visit of the Prime Minister.
