New Recruitment Policy

Sir,
The other day Government of  Jammu and Kashmir framed an ordinance regarding Recruitment Policy but some clarifications were sought by the Governor. Major social problems confronting the youth are corruption in the system, violence against women, drug abuse, jurvenile delinquency, caste friction and above all non availability of suitable jobs for them. The proposed recruitment policy is against the interests of the educated unemployed youth in the State. The new recruitment policy has dashed the hopes of talented unemployed youth who go for higher studies to achieve degrees in the field of Medicine, Engg, Technology, teaching and other professions. There are many lacunas of this policy which need to be addressed.
This  policy under this garb will lead to politicization and commercialization of jobs. The ad-hoc recruitment policy would open flood gates for favouritism, corruption and uncertainty amongst the youth besides eroding the autonomous institutions like Public Service Commission and SSRB. The Govt is trying to bye pass these institution to create scope for favouritism, nepotism and corruption at the cost of deserving youth. Therefore it is requested to the Govt, to rethink and scrap this policy as soon as possible. Govt needs to satiate the aspirations of the youth. It is urged that the new recruitment policy may be relaxed and the youth may be selected on the pattern of probationary officers/officials for a period of three years and regularized as full fledged Govt employees. It will remove the apprehensions of regularization and avoid litigation. Regularization on RET pattern is justified primarily to remove the sword of uncertainty of their career.
Yours etc….
