An unprecedented situation has been created by the State Government by not clearing the salary bills of thousands of employees for the month of February 2015.
The failure of the Government has not only put such employees in untold financial crisis but also in dilemma about their Income Tax liabilities as well. It will not be out of place to mention that the salary bills for the month of February are not cleared by the concerned DDO’s or treasuries unless the employees settle their Income Tax liabilities and ensure deduction of any liability in the Salary itself. Now as the bills have not been cleared, the employees have not been able to clear the liabilities and uncertainly looms large about such liabilities. Even the DDO’s, concerned Chartered Accountants and other concerned staff are not aware of the fact whether the salary of the February to be included in the Gross Income of the financial year as it remained unpaid to the payees and how liability if any is to credited to Income Tax departments through challan or otherwise. If the salary which is assured income of the financial year 2014-15 is accounted in the gross income of 2015-16 for its payment in that year, most of the employees will have to pay double the tax of the said amount for no fault of theirs.
The Government is not even clear when these salaries would be released. There is also confusion about deduction of the “Mediclaim Premium” as it was to be deducted in the salary of February 2015 which remained uncleared.
To conclude, the State Government should come out of slumber and blame game and assure the employees about the definite time period for payment of the salary of February 2015. The Government should also guide the DDO’s through print media about the deduction of Income-Tax and Mediclaim premium without adding any burden to the employees.
