*Finance Minister Dr Haseeb Drabu deviated from the old practice of carrying the budget speech in brief case. He took out budget speech from an envelop and started reading it.
*However, MoS Finance Pawan Gupta came out of the office in brief case and took copy from it to read the speech in the Legislative Council.
*Both of them read the speech in English.
*Drabu’s speech lasted an hour from 12 noon to 1 pm as he didn’t read the separate power budget and only laid it’s copy on table of the House. On the other, Gupta’s speech was extended in the Legislative Council as he also read power budget
* Chief Minister Mufti Mohammad Sayeed and NC Legislature Party leader Omar Abdullah, former Chief Minister, were present during the budget speech. Omar, however, left the Assembly only five minutes before conclusion of the budget speech.
* The treasury benches repeatedly thumped the desks when Drabu was reading the budgetary proposals.
*PDP president Mehbooba Mufti, Lok Sabha member from Anantnag Parliamentary constituency, was sitting on front row of the Speaker’s gallery during presentation of the budget.
