Govt directs GMC Jammu HoD to desist immediately from private practice

JAMMU, May 15: Health and Medical Education Department has reiterated and enforced the ban on private practice by Dr Vipan Mangotra, Professor and Head, Department of Radio-Diagnosis, Government Medical College (GMC) Jammu, with immediate effect following findings of a departmental inquiry.
According to the Government order, the action was taken in response to issues raised in a Public Interest Litigation pending before the High Court of J&K and Ladakh. The inquiry reportedly established prima facie evidence that Dr Mangotra had engaged in remunerative private practice at a diagnostic facility in Reasi, allegedly in violation of Government rules.
The order stated that the allegations were corroborated by prior inquiry findings and official communications from the Chief Medical Officer, Reasi. Consequently, the Department has initiated formal disciplinary proceedings against the officer under the applicable service conduct and disciplinary rules.
The Government also referred to its earlier Order Number 43-HME of 2013, which explicitly prohibits private practice by Heads of Departments of Government Medical Colleges, Associated Hospitals and Dental Colleges.
The order directs Dr Mangotra to desist forthwith from any form of private practice, warning that any violation shall invite disciplinary action under the J&K Government Employees (Conduct) Rules, 1971, and other applicable statutory provisions.
