HMPA flags pending dues, warns to halt development works

JAMMU/SRINAGAR, Apr 28: Hot Mix Plant Association (HMPA), Jammu/Srinagar, has raised serious concerns over mounting challenges faced by contractors in Jammu and Kashmir, warning that development works across the Union Territory could be halted if immediate corrective measures are not taken.
In a press release issued today, the Association said the concerns were reiterated following a meeting held at Prem Club, Srinagar. It alleged that despite repeated representations, there has been no effective support from the Government to facilitate ease of doing business for contractors.
Highlighting key issues, the Association pointed to long-pending payments as a major cause of distress. It said liabilities for works executed since 2018–19 have not been cleared, putting contractors under severe financial strain. The delay in payments, it added, has adversely impacted their ability to sustain operations and meet financial commitments.
The Association also alleged harassment of contractors by various departments, including police and mining authorities. It claimed that contractors are being subjected to unnecessary pressure and, in some cases, alleged blackmail. According to the statement, such actions are either being overlooked or indirectly supported by responsible officials, further aggravating the situation.
Another major concern flagged by the HMPA is the non-implementation of recent Central Government notifications. The Association said two circulars issued by the Ministry of Road Transport and Highways in April 2026 have not been implemented by the Public Works Department (PWD) in the Union Territory. It stressed that the lack of adherence to these directives is creating operational hurdles and uncertainty for contractors.
Expressing dissatisfaction over what it termed as an indifferent approach by the authorities, the Association cautioned that all development works may be halted if the issues are not addressed promptly. It urged the Government to take immediate steps to resolve the grievances and ensure a conducive working environment.
The HMPA further warned that failure to act could lead to strong measures, including suspension of ongoing works, which may impact infrastructure development across J&K.
