JAMMU, Apr 26: The J&K Judicial Academy today organised a one-day orientation programme on “Criminal Justice Administration with special reference to New Criminal Laws” at Police Auditorium, Gulshan Ground, Jammu.
The programme was held under the patronage of Chief Justice of High Court of J&K and Ladakh, Justice Arun Palli.
Judges of the High Court, judicial officers, prosecutors, police officers, legal aid defence counsels and law students from across Jammu province attended the event.
Justice Rajnesh Oswal, Judge of the High Court and Chairperson of the Governing Committee of the Academy, in his inaugural address said that law must keep pace with changing social needs and modern developments.
He said the newly enacted Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam have been framed in tune with present-day requirements, including use of digital and electronic technology.
He stressed that effective implementation of the new laws requires collective efforts of all stakeholders in the criminal justice system.
Justice Rahul Bharti, Judge of the High Court and Member of the Governing Committee, said the criminal justice system works through coordination among police, prosecution and judiciary.
He said the real challenge in implementing the new laws lies in removing old practices and improving efficiency.
He stressed the need for stakeholders to understand their responsibilities and work together for better results.
Director of J&K Judicial Academy, Naseer Ahmad Dar, welcomed the dignitaries and participants and highlighted the importance of such programmes in creating awareness about the new criminal laws.
Three technical sessions were conducted by senior Supreme Court and High Court of Jammu and Kashmir and Ladakh advocate Sakal Bhushan, who spoke on major changes introduced in the new criminal laws.
He explained comparative provisions, pre-trial procedures, role of magistrates, reforms in trial process, appeals and revisions under BNSS, besides evidentiary provisions under BSA, including electronic evidence. He also gave an overview of BNS and its punishment framework.
The programme concluded with a vote of thanks by the Director of the Academy.
