JAMMU, Apr 9: The Jammu and Kashmir Government has constituted a seven-member panel headed by Administrative Secretary Home Department for drafting the comprehensive Standard Operating Procedures (SOPs) governing the transport of bovine animals across the Union Territory.
As per an order issued by the General Administration Department (GAD), the panel comprised of ADGP CID J&K, Divisional Commissioner Jammu, IGP Jammu, Administrative Secretary Transport Department, Administrative Secretary Department of Law, Justice and Parliamentary Affairs, and Director Animal Husbandry Jammu as Members.
It said the panel has been tasked with examining the regulatory framework governing transport of bovines, including central laws, and draft comprehensive SOPs for bovine transport through vehicles as well as on foot, across the Union Territory of Jammu and Kashmir besides prescribing documentation and verification protocols, including permits, health certificates and other pre-requisites to be checked by enforcement agencies during inspections.
Recommending measures for ensuring animal welfare during transportation/on foot movement, in conformity with applicable laws and guidelines, suggesting mechanisms for effective coordination among concerned departments/agencies i.e. Police Department, Transport Department, Animal/Sheep Husbandry Department and District Administration(s) besides drafting standard inspection procedures to prevent illegal transport and ensure smooth movement of lawful consignments and recommending use of technology-enabled solutions for transparency and efficiency are the other mandates of the seven-member committee.
